TENDER OPPORTUNITY
PROVISION AND ADMINISTRATION OF INSURANCE SERVICES FOR CNL, EGTL & SDWPL

1. INTRODUCTION:
The following Chevron companies in Nigeria; CHEVRON NIGERIA LIMITED (“CNL”), operator of the Nigerian National Petroleum Corporation Limited (NNPC Ltd)/CNL Joint Venture, Star Deep Water Petroleum Limited (“SDWPL”), operator of the Agbami field on behalf of its partners (NNPC Limited, FAMFA Oil Limited, Meren Nigeria 52 Limited, Chappal Energy Offshore Limited, and Texaco Nigeria Outershelf Limited) jointly referred to in this publication as “insured” invites interested and reputable Insurers with competent and skilled personnel, equipment and relevant experience to apply for pre-qualification for consideration to tender for the Provision of Insurance services for CNL/EGTL/SDWPL operations.
The proposed contract commencement is 2nd Quarter, 2027, with a proposed term of five (5) years with two (2) years option to extend.
2. SCOPE OF WORK:
The Scope to be covered under the contract is to provide insurance programme for the following operational coverage/services:
• CNL/NNPC JV General Third-Party Liability
• SDWPL Operational Insurance – Property Damage, Operator’s Extra Expense, and Third-Party Liability
• EGTL Operational Insurance – Property Damage, Operator’s Extra Expense, and Third-Party Liability
• Naira Denominated Policies – Combined Group Life Assurance and Group Personal Accident Insurance, Comprehensive Motor Insurance, House Owner’s Insurance, Marine Cargo Insurance.
In addition to providing insurance coverage, the successful insurer(s) shall be responsible for the following key activities:
• Policy Administration: Preparation, issuance, and maintenance of all policy documentation in accordance with contractual requirements and applicable regulations
• Claims Management: Efficient and timely administration, investigation, and settlement of claims, ensuring transparent communication with all stakeholders.
• Regulatory Compliance: The (Lead) Insurer shall obtain and provide evidence of the National Insurance Commission (NAICOM) Approval-in-Principle (AIP), confirming that all available in-country insurance capacity has been fully utilized prior to any reinsurance placement with international underwriters.
• Reporting and Coordination: Periodic reporting on policy performance, claims status, and compliance with contractual and regulatory obligations, as may be required by OPERATOR.
3. MANDATORY TENDER REQUIREMENTS:
A. To be eligible for this tender exercise, interested bidders are required to be pre-qualified and “live” in the 3.14.05 & 3.14.07 (Life and Non-Life Insurance Services) Categories A and B in NJQS database. All successfully pre-qualified suppliers in these categories by the bid close date will receive an Invitation to Technical Tender (ITT) for the services.
B. To determine if your company is pre-qualified and to view the product/service category your company is listed for: visit https://vms.nipex.org/login and access NJQS with your log in details. Click on ‘Subscription’ tab on the left-hand side of the dashboard to view your status and, click “Product Code” tab to view registered product codes.
C. If your company is not listed in this product/service category, and your company is registered with Nigerian Upstream Petroleum Regulatory Commission (“NUPRC”) to do business for this category, please contact NipeX office at 3 Ologun Agbaje Street, Off Adeola Odeku, Lagos with your company’s NUPRC certificate as evidence for verification and necessary update.
D. To initiate the NJQS pre-qualification process, access www.nipex-ng.com, click on the Registration tab, and select start NipeX new vendor registration here.
E. To be eligible, all tenders must comply with Nigerian Content requirements in the NipeX system.
4. NIGERIAN CONTENT REQUIREMENTS
CNL/SDWPL is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board)
Tenderer shall:
1. Demonstrate that the entity is a Nigerian registered company with greater than 51% equity shareholding. Also, provide form CO2 and CO7, evidence of registration with NCDMB NOGIC JQS and NUPRC certificate.
2. Demonstrate detailed description of the location of in-country committed facilities & infrastructure not limited to (administrative office, project management office,) in Nigeria to support this contract.
3. Provide a project-specific organogram showing the Names and Nationalities of all key personnel not limited to (Underwriting Manager, Reinsurance Manager, Underwriting officer, Claims Officer, etc.) that will execute the work scope for this service. CVs of all personnel listed in the project organogram should be submitted. For any position to be occupied by Expatriate personnel, tenderer shall commit to obtaining expatriate quota approval from NCDMB before project execution.
4. Provide evidence of:
i. Registration by National Insurance Commission (NAICOM).
ii. License issued by National Insurance Commission (NAICOM) as an Insurer to transact Insurance business.
5. Tenderer shall (via a letter of undertaking utilizing its letter headed paper) commit to:
i. Complying with the latest approved version of NCDMB HCD guideline to providing Project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
ii. In line with the NOGICD Act, deduct 1% NCDF for every subcontract to be issued on the contract and remit same to NCDMB, Tendered shall ensure that the 1% NCDF for all subcontracts must be priced into the commercial submission to be submitted to the Operator.
5. CLOSE DATE
Only bidders, who are prequalified and “live” with NJQS in Product/Categories 3.14.05 & 3.14.07 (Life and Non-Life Insurance Services) in categories A and B by 16:00 hours on October 6, 2026, being the advert close date, shall be invited to submit technical and commercial tenders
Additional Information:
1. Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under the above product/service category.
2. The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
3. All costs incurred by interested bidders in preparing and processing NJQS prequalification shall be solely for the interested bidders’ accounts.
4. This advertisement shall neither be construed as any form of commitment on the part of CNL/SDWPL to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from CNL/SDWPL and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
5. The tendering process shall be the NNPC Ltd contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
6. CNL/SDWPL reserves the right to reject any and or all pre-qualified supplier at its sole discretion and at no cost whatsoever.
7. CNL/SDWPL will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
